Board approves $20.8M energy/ESCO contract and districtwide camera project; administration cites guaranteed savings

"We estimate somewhere a little under $1,000,000 of savings annually as we bring these things online," said an administration presenter. The administration said guaranteed savings would fund debt service on borrowed funds used to implement the improvements, and that the contractor will remit payments to the district if guaranteed savings fall short.
The board also approved a phase-two energy services agreement to implement a districtwide camera solution and other upgrades that follow an earlier RFQ award. Administrators described the cameras as Wi-Fi based with advanced sensor features and said the scope will be expanded at Kirksey Middle School to include portable classrooms. The administration framed the project as a move from reactive recording systems to more proactive, monitored systems accessible on mobile devices by school administrators.
Trustees sought details about projected long-term capital reductions; a board member cited a projection that the combined project could reduce capital outlays by $12'$14 million over a 10-year period. The administration explained the savings calculation focuses on utility and usage reductions (electricity, water), not staffing or routine replacement costs.
The record contains inconsistent vendor naming in the presentation (the RFQ award was described at one point as to "Snyder Electric" and the phase-two agreement referenced "Schneider Electric"). The administration said it will coordinate with IT, police and facilities on deployment and will provide final contract details to the board.
