Board approves TISA accountability plan, budget amendments and policy corrections

The Franklin County Board of Education approved a suite of routine but consequential items on Oct. 25, including the 2025–26 TISA accountability plan, budget amendments, financial reports and policy updates.
Miss Amy presented the TISA accountability report, which breaks down how the district proposes to reach the state target of 70% third-grade proficiency in English language arts by 2031. "70% is a lot," a board member said during discussion; Miss Amy explained the district adjusted year-to-year benchmarks to remain on track and that the plan requires public input and state approval.
The board approved the TISA plan by voice vote. The board also approved two budget amendments (described as redistricting funds for accounting purposes), received and filed the September monthly financial report and the FY26 first-quarter report, and voted to approve the LEA compliance report certifying the district is following required statutes and procedures.
Doctor Alsop led a policy update noting that a TSBA-provided wording about fire-drill frequency did not match state law (TSBA stated monthly; state law requires every two months). The board approved changes to policy 3.202 and 3.5 and completed its review of policy sections 1 and 3 as required by district procedure.
All motions in this package were approved by voice vote during the meeting.
