Board approves transfer of Prevention Coalition to Franklin County government

Franklin County’s school board voted to transfer the county’s Prevention Coalition from the Board of Education to Franklin County government during its Oct. 25 meeting.
County Mayor Guest told the board the move aligns prevention programs with a recently awarded broadband-connected community grant and that the coalition’s programs and staff will remain grant-funded. "The state will then change the name on the contract for the grants and they will change the EIM number," he said, estimating the state changes would take four to six weeks.
Mayor Guest said the coalition already operates partly in a county-owned building and that placing the coalition under county administration will make program delivery "cleaner" and allow better coordination with law enforcement and schools. He listed roles currently funded by grant dollars, including a director, a PR person, a lifeline coordinator and a recovery prevention coordinator, and said no operational funding transfer is required immediately.
Board members asked whether moving the coalition would change services in schools and whether employees were county employees or contractors. Mayor Guest replied the coalition’s staff are contractors paid from grant funds and that the county does not plan to change salaries or benefits tied to the grant. When asked whether services to schools would decline, he answered, "Not if I'm supervising it," and said he expected program delivery to accelerate under county supervision.
After discussion, Lance Williams moved to approve the resolution to transfer the Prevention Coalition from the school board to the county government; the motion was seconded by Mr. Cole and carried by voice vote.
The board’s action directs the board chair to provide a letter of support; Mayor Guest said he would then obtain county commission approval and the coalition governing board’s acknowledgment so the state can update the contract and entity identification number.
