Residents of the Courtyards at Waipoli asked the commission for a clear timeline and written guidance after they said a recent beneficiary consultation produced conflicting statements about relocation timing.
Lourdes Torres, a current resident, said a meeting video showed consultant Christian O'Connor assuring tenants they would have 18–24 months before relocation, while DHHL staff member Russell Kaupu indicated the department could only honor tenants with active contractual leases and that some occupants could be required to vacate in 90 days after transfer. Torres asked the commission to clarify which statement is correct and whether long‑standing residents would receive relocation and rental assistance.
Chair Watson acknowledged the discrepancy and asked residents to provide specifics; she said DHHL staff would check with both individuals (staff and consultant) and report back. Commissioners encouraged tenants to submit documentation so staff can ascertain eligibility, lease status and entitlement to federal or programmatic relocation benefits.
Selected quote: "Is it Christian O'Connor who said, hey, don't worry... Folks will never be thrown out on the street... Or does Russell have a point that once you take over, anyone that does not meet the blood quantum... will be taken out within 90 days?" — Resident questioning the conflict.
What happens next: Chair said staff would follow up with the parties involved and provide a written response about relocation timelines and tenant‑eligibility protections.
