Mooresville approves CRTPO project submittals; Talbot Road widening gets 30% local match

Mooresville commissioners approved a resolution on Oct. 20 directing staff to submit transportation projects to the Charlotte Regional Transportation Planning Organization (CRTPO) and to commit to local matching funds. The board agreed to a 20% match for most projects and to raise the local match to 30% specifically for the Talbot Road widening to boost its competitiveness.
Commissioner Qualls explained the rationale: higher local matches can improve scoring for discretionary grants and, he said, "if we truly, truly want that" Talbot Road widening project addressed, increasing the match could help close a current capacity gap between recently widened segments. Qualls noted that over the last 10–15 years Mooresville has secured about $45,000,000 in grant funds for infrastructure improvements.
The motion — to proceed with submittals with 20% matches across the board except a 30% match for Talbot Road — was made by Commissioner Qualls and seconded by Commissioner Dingler and passed by voice vote. Staff will submit the projects to CRTPO and will not owe local match dollars unless a grant is awarded, commissioners noted.
The board approved the motion and asked staff to proceed with the grants program under those match parameters.
