Developers ask Mooresville to postpone Black Angus Lane rezoning and annexation to Dec. 1 for traffic studies

During public hearings on Oct. 20 the applicant for an 86-acre parcel at Black Angus Lane asked the Mooresville Board of Commissioners to postpone consideration of a conditional rezoning (CZ2025-13) and a voluntary annexation/utility-extension (AX2025-08) until Dec. 1 so staff and NCDOT can complete revised traffic analyses.
Planner James Coley opened the hearing and the applicant's engineer, Dan Brewer of Bowman Consulting, said the planning board had recommended denial partly because of a proposed vehicular connection to an adjacent subdivision. Brewer said the applicant will revise the design so that connection would be emergency-access-only, has submitted a revised traffic study to NCDOT and is conducting a signal-warrant analysis at Faith Road and Shears Road; those studies are expected in the coming weeks.
Commissioner Dingler moved and Commissioner Keriker seconded continuance motions. The board voted to postpone both the conditional rezoning and the related annexation/utility-extension to the Dec. 1 meeting to allow the traffic and signal analyses to be reviewed by staff and NCDOT.
