The Ellis County Commission on Nov. 12 approved Resolution 2025‑19 to grant a conditional‑use permit (CUP 2539) to Tillman Infrastructure LLC to construct a cellular communications tower and install associated telecommunications equipment at 753 Vincent Avenue in Victoria.
David McDaniel, chair of the Joint Planning Commission, told the commission the joint board held a public hearing on Oct. 22, the petitioners presented their case and the protest period closed Nov. 5 with no comments or protests. McDaniel recommended the County Commission follow the joint planning commission's approval.
Commissioner (speaker 6) moved to approve the resolution; Commissioner Michael Burgess seconded. The commission voted in favor with all members present voting aye (3–0). The resolution number recorded in the meeting packet was 2025‑19 and the CUP referenced in the packet is 2539.
Commissioners said more towers improve coverage and public safety by improving cellular reception; no amendments or conditions were recorded during the public meeting.
