SCUC ISD trustees approve District of Innovation amendment after debate on grievance timelines
Summary
Trustees voted 7–0 to approve a District of Innovation amendment that would preserve the district’s pre‑SB12 grievance timelines and limit adding claims mid‑grievance; staff said the current SB12 timelines could extend resolution to roughly 190 days and risk eroding trust.

The Schertz‑Cibolo‑Universal City ISD Board voted unanimously to approve an amendment to the district's District of Innovation (DOI) plan after staff recommended exemptions related to recent state changes in grievance procedures.
District staff told trustees that Senate Bill 12 and other recent legislation altered grievance timelines and the ability to add claims while a grievance is pending. "We feel that, delaying timely resolution of issues can erode trust between the families or employees in the district," the staff presenter said, describing a potential extension of the grievance process from about 75 days to roughly 190 days under the new statutory timelines. The presenter recommended the district keep the prior timeline via a DOI exemption and advised the board the proposed changes had already been posted to meet the 30‑day notice requirement.
Board action: A trustee moved to approve the DOI plan amendment as presented; the motion carried 7–0. The amendment as presented would preserve the district’s previous grievance timelines and avoid allowing claim additions to expand an ongoing grievance investigation, according to staff. Trustees signaled that additional amendments could return as new guidance from the agency becomes available.
Why it matters: The change affects how quickly complaints brought by students, parents or staff move through district processes. Staff said extended timelines can delay fact‑finding and make recollection of events more difficult; they recommended an exemption to keep timelines consistent with prior practice while remaining compliant with required parts of the law.
What remains unresolved: Staff said this is unlikely to be the final DOI amendment; as state rulemaking and agency guidance arrive, the district may propose further adjustments. The amendment approved by trustees was posted in advance and will be reflected on the district DOI web page.
