Rockingham County commissioners approve vendor contracts, payroll and grant extension; seal nonpublic minutes

Rockingham County commissioners on Oct. 23 approved a slate of routine procurement and finance items, set a ribbon-cutting date for the county's new building and agreed to seal nonpublic personnel minutes.
The board voted to award a three-year document-management contract to Square 9 Softworks and SynQuest Group Inc., with an annual subscription fee of $29,400, a one-time $12,250 implementation charge in year one and a 3 percent annual increase beginning in year four. Commissioners said the purchase had been vetted by human-resources and budget staff and that the cost was included in this year's budget.
Members also approved two-year awards for institutional products and linens (term through Sept. 30, 2027) to multiple vendors, including Standard Textile for environmental-services supplies and a vendor listed as 'Victories' (recorded during the meeting as a vendor name clarification was requested). The board approved a motion to authorize the senior director of facilities planning and IT to review a fire-alarm testing proposal and a separate motion to authorize the senior director of long-term care services to evaluate procurement of a convection oven.
On finance matters, commissioners approved an off-cycle accounts-payable warrant totaling $48,804.17 payable to Sodexo for management/meal fees related to corrections operations and approved a separate accounts-payable warrant of $16,194.09 payable to the State of New Hampshire for courthouse lease space. The board also approved payroll expenses of $1,655,351.26 for the period ending Oct. 24, 2025; staff told commissioners that payroll had been complicated this week by a software migration but was completed successfully.
Under consent business, the board granted a Community Development Block Grant (CDBG) time extension for the Rockrimmon Coop Water infrastructure project, moving the new completion date to Aug. 1, 2026. Staff said the extension responds to weather-related delays and affirmed it should remain compliant with grant rules.
Long-term care and human-resources items approved included an exception to personnel policy 7-3 to create a new appointment rate for facilities operations and a leave request for a Department of Corrections employee with benefits continuing for 10/14/2025 through 11/08/2025. The board also approved an affiliation agreement with Harmony Healthcare Institute for nursing education and clinical placement; staff confirmed a certificate of insurance had been obtained.
In nonpublic business the board moved to seal minutes of five personnel items indefinitely, concluding with a motion to adjourn. The board set the new-building ribbon-cutting for Nov. 7 at 11 a.m. and directed staff to post event details on the county website.
