TTSD reports Division 22 compliance review; district flags a few areas to correct

Assistant Superintendent McCall presented TTSD’s annual Division 22 report to the board, saying the district meets the majority of standards but identified a small set of requirements that need corrective action. McCall said some rules cannot be fully assessed until the full school year completes and that the district will submit assurances to the Oregon Department of Education (ODE) as required.

McCall and Director Fields identified the primary noncompliance items: the district must provide an annual notice describing modified diplomas and related credentials (Director Fields said the notice will go out via newsletter and be embedded in the rights and responsibilities handbook) and the substance‑use prevention and intervention plan needs to be consolidated into a comprehensive plan. Director Fields and others stressed the district already delivers prevention work and curricular lessons—including opioid prevention—but "it’s not in a comprehensive plan" and, as McCall said, 100% of teachers have not yet completed the required training.

Director Kinch and board members outlined corrective steps: produce the comprehensive substance‑use prevention plan, increase staff training (Audra Stave, the district mental‑health and wellness coordinator, will present the plan and training timeline), and align local performance assessment rubrics with ODE expectations (science adoption and proficiency scale work are underway). McCall said the district has been working closely with ODE and will return with a corrective plan in November.

Board members praised the transparency of the report and voiced support for the curriculum‑alignment and substance‑use planning work. No formal board action was taken at the meeting; staff will return with the comprehensive plan and any required board approval.
