The Oshkosh Common Council on Nov. 11 adopted two ordinance changes. Ordinance 25576 amends a city code section to restrict bicycles (including e-bikes) on sidewalks or walkways where a building abuts the sidewalk. Councilmember Flom thanked staff and the Transportation Committee for balancing e-bike use with pedestrian safety: "It helps people still enjoy the use of e bikes in the city of Oshkosh and keep pedestrians and drivers safe."
Council also adopted Ordinance 25577 amending parking regulations on High Avenue (section cited on the record). There was no public testimony on High Avenue; both ordinances were approved on roll-call votes without further amendment.
Staff and the Transportation Committee said the changes aim to protect pedestrians while preserving appropriate bicycle access in other areas.
