The Oshkosh Common Council approved the city’s 2026 annual budget and established the tax levy on Nov. 11, 2025, adopting Resolution 25579. Finance staff reported final manufacturing valuation numbers from the state moved the estimate from $7.73 to $7.77 per $1,000 of assessed valuation (a $0.04 change). Council members commended finance staff and leadership for producing a balanced budget while keeping the levy level comparable to the prior year.
Council separately voted to adopt Resolution 25580, the 2026 operating budget for the Grand Opera House; one councilmember voted 'present' because of a personal employment connection noted on the record.
The council considered and approved Resolution 25581 to authorize financing for the 2026 capital improvement program (CIP). During that item, resident Bruce Bayer urged caution on special-assessment costs tied to annexation and questioned the expense of extending water and sewer lines to newly annexed areas; councilmembers said staff would pursue options and possible deferments and that assessment mechanisms and deferments remain under discussion.
Councilmembers characterized the budget as an early step in an efficiency drive while maintaining necessary investments in services, public safety and downtown redevelopment efforts. Staff said more detailed materials (including a 29-page strategic-plan update and CIP details) are posted online. The council carried the budget and related resolutions on roll-call votes.
