County hires BT and Co. to fix ADP reporting, prioritize Paycor move and KPERS/CAPERs reconciliation

Commissioners on Nov. 18 directed outside consultants BT and Co. to focus on restoring payroll reporting and preparing a transition to Paycor in 2026 after the county—ound ADP reporting incomplete. The county hired BT and Co. to review ADP setup, help obtain necessary reports, and coordinate with department staff and Paycor representatives.
BT and Co. told the board ADP currently produces blank reports for key payroll outputs and that access/permission settings appear incomplete. County staff said the lack of reports prevents automated reconciliation with KPERS and CAPERs retirement records and may be delaying retirement pay calculations for some employees. BT and Co. recommended urgent support calls with ADP/Paycor and temporary manual reconciliation steps until the payroll system is fully configured.
Commissioners asked county staff to provide BT and Co. with portal access and bank statements, and they agreed to biweekly progress updates from the consultant team. The commission also directed county staff to send credit-card statements and other documentation (May 2024 to present) to BT and Co. for coding and review so AP and payroll records can be reconciled and properly coded in CIC.
The board emphasized the priority is restoring reliable payroll reporting and ensuring KPERS/CAPERs entries match with withheld amounts so retirements and benefits are not disrupted. Commissioners said they expect BT and Co. to produce a prioritized list of tasks and to convene joint calls with ADP/Paycor support if needed.
