The council approved a mixed‑use PUD called Lamar’s Landing and granted a key engineering variance for storm drainage after hearing developer and engineering presentations about site constraints.
Planning director Janae Greenlee summarized the PUD: the roughly 48.6‑acre development along State Highway 9 will include commercial blocks (18 commercial lots along Kendrick Court) and an industrial block toward 40th Street. "This PUD does not require a land use amendment as the general commercial designation is allowed with a PUD," Greenlee told the council and noted that planning staff and the planning commission recommended approval.
Small Arrow Engineering’s John Volte described geotechnical and grade limitations that make conventional reinforced concrete pipe impractical in several short runs. He asked the council to approve use of ADS/HDPE (corrugated exterior, smooth interior) pipe encased in flowable fill and to accept a one‑foot minimum cover above the pipe plus standard roadway base. Volte said the flowable fill encasement reduces float/settlement risk in shallow groundwater conditions and that WSB (city consulting engineer) had reviewed the approach.
Council members raised concerns about long‑term durability under heavy truck loads and whether the city should be responsible for maintenance. The developer agreed to a five‑year maintenance bond for paving and drainage and to coordinate final design with the city’s consulting engineer; the council added explicit language requiring the one‑foot cover (in addition to the flowable fill encasement and the roadway base) as a condition of the variance approval.
Why it matters: The PUD will add commercial tax base and job‑serving uses near major corridors, but the drainage solution required a variance from standard storm‑sewer construction. Granting the variance with engineering conditions and city coordination aims to balance constructability, cost and long‑term public‑asset protection.
