Shawnee Mission board reviews first reads to align policies with recent state laws

Superintendent Mike Schumacher and staff summarized multiple items the board will consider at second reads later this month. The package included a new policy, JBCDD, to provide advanced enrollment for military students without proof of address, described in the presentation as "recommended by KASB to address House Bill 2102." Schumacher said the board would see the policy again upon final approval.
Staff also described revisions to policy BBC to reflect updated state open-meetings language tied to changes in KSA (referenced in the presentation as "House Bill 2134 amended KSA 75 43 18") and to clarify how subordinate groups and subcommittees are notified. On open-records practice, the administration said model-policy changes clarify what fees an agency may charge and that the district already limits costs wherever possible.
Other first reads included: DFE language revised in response to a change cited as "KSA 12/1675;" direction that employee complaints follow the grievance procedures contained in negotiated agreements; minor cross-references directing enrollment questions about military students to JBCDD; updates on medication distribution to align with statute; and changes to policy JH to reflect SB 114 regarding nonpublic student participation in activities. Staff said most revisions codify existing practice and do not require substantive operational changes.
David Smith and Rachel England were singled out as staff who typically handle public-record requests. Board members were invited to submit questions or edits to staff before the scheduled second reads in two weeks.
The reviews were informational first reads; final adoption will require a second reading and board vote at a later meeting.
