Polk district advances comprehensive high‑school rezoning process after limited public survey turnout

The Polk County School District presented its comprehensive high‑school rezoning work, summarizing town‑hall feedback, survey responses and utilization analysis.

Mr. McLemore, who led the presentation, said district staff focused on proposed high‑school utilization without portables to address schools over capacity and improve bus routing. By region, survey participation was limited: the district recorded 31 survey responses, 10 emails and 6,828 website views as of that morning, he said. Some respondents proposed boundary extensions; staff concluded those changes could be counterproductive to the stated goal of providing relief for overcapacity schools such as George Jenkins and Winter Haven Senior High.

Board members pressed staff for clarifications on specific neighborhoods and facility capacity. Miss White and others asked whether certain spaces (auditoriums, labs or specialty facilities) count toward FISH capacity and whether adding hundreds of zoned students would require renovations for science or specialty classrooms. Staff said the facility capacity calculation includes instructional rooms but that certain specialty spaces do not carry full student capacity; they agreed to provide a room‑type breakdown for affected campuses.

On implementation timing, staff said the rezoning is a rule‑making action with a first reading at the end of the month and a final adoption tentatively scheduled for Nov. 16 or Dec. 1; they emphasized the plan would phase students in and grandfather current students to mitigate abrupt displacements. The board directed staff to return written responses on enrollment counts for impacted schools and additional facility analyses before final action.
