Rochester Hills City Council unanimously adopted the 2025 Master Land Use Plan Nov. 10 after a presentation from city planning staff and consultants.
The plan, produced with more than 2,000 participants in public engagement, reiterates the city's preference for maintaining single-family housing as the dominant residential type while allowing context-sensitive clustered or attached units that match neighboring densities and architectural character. Staff emphasized new online tools, planning neighborhoods to help residents engage with localized recommendations, and a focus on walkability, pedestrian safety and natural-feature preservation.
Planning staff said the future-land-use map consolidates categories for clarity, retains residential-density guidance from the 2018 plan, and connects implementation work to transportation and pathways master plans. Council members praised the planning commission and staff for the extensive outreach and adopted the plan and its attached texts, maps and charts by unanimous vote.
Implementation steps will include ordinance updates and further design-standards work to align zoning and site-development requirements with the plan's objectives.
