State budget and Lansing priorities: what Rochester Hills heard from Midwest Strategy Group and Rep. Tisdale

Wright described the October budget process, noting a brief continuation budget followed by an $81 billion state budget passed Oct. 3. He said the budget eliminated roughly 1,800 ‘‘ghost’’ or unfilled positions and added new transparency requirements for earmarks and special-project line items. On transportation funding, Wright said the plan removed the sales tax on gasoline and raised the gas-tax rate so pump revenues are dedicated to roads, and that marijuana-tax increases would generate roughly $420 million, part of which will support roads.
Rep. Mark Tisdale highlighted local impacts. He credited work to secure $2,000,000 for Nowicki Park and $175,000 for a Common Ground resiliency center near the splash pad. Tisdale also described a $50,000,000 public-safety fund included in the budget (with ongoing and one-time components), noting at least 75% of those dollars must be spent on law-enforcement agencies or officers. He took council questions about statewide proposals on housing, local preemption and other bills, and said he and fellow legislators are watching draft legislation closely and will alert the city when bills are introduced.
Council members asked about potential state preemption of local zoning and about timing for supplemental budget items; Tisdale said some bills remain drafts and that staff will be notified when language is filed.
