Board approves airport GMP, landfill contract, JoED funding, tax-listing extension and other items

The Onslow County Board of Commissioners on Nov. 17 approved several administrative measures and contracts affecting county infrastructure and operations.
Airport runway extension and GMP: Airport Director Mitch Sprunger presented an amended project ordinance for the OAJ runway-extension program to incorporate construction, utility relocations and environmental approvals. The board approved the amendment and accepted a guaranteed maximum price (GMP) from construction manager Balfour Beatty in the amount of $30,919,412 for the runway extension and the relocation of NC 111. Sprunger said primary funding for the project is a state capital infrastructure grant of $29 million received in 2022; the airport has earned interest on that allocation and may also use Airport Improvement Program funds and passenger facility charges as needed. He emphasized the funding does not come from local property taxes.
Jacksonville-Onslow Economic Development funding: Chief Finance Officer Kevin Patterson presented a proposed multi-year funding agreement with Jacksonville-Onslow Economic Development (JoED). The board approved a four-year funding cycle at $400,000 annually (current year $400,000 budgeted), with the agreement renewable and subject to board modification.
Landfill Phase 2 partial closure contract: Solid Waste Director Jamie Harrell said a $20 million state grant is supporting landfill work. The county solicited bids and recommended awarding the Phase 2 partial closure contract (approximately 17 acres) to Lawing and Sons (site contractor LLC). The contract amount presented for approval was $10,591,307.73; the board approved the contract and authorized the chairman to sign necessary documents.
Schedule of values for 2026 revaluation: Tax Administrator Kevin Turner asked the board to adopt the schedule of values required for the countywide 2026 revaluation and cited statutory public-notice procedures and a prior Nov. 3 public hearing. The board adopted the order under North Carolina statutory authority and authorized the chairman to sign.
Extension of annual listing period: Turner also requested extending the annual personal-property listing period (normally Jan. 1–Jan. 31) to March 16, 2026 to reduce confusion in the revaluation year. The board approved Resolution 25-013 to extend the listing period; Turner noted the 10% late-listing penalty remains for filings after the extended deadline and that the tax payment due date was not changed.
Appointments and other items: The board approved two Animal Services Advisory Committee appointments (Dr. Nicole Brinson to seat 4 and Amy Sullivan to seat 5 after a tie) and appointed Claire Jones to an at-large museum advisory board seat. The consent agenda (with the tax office item moved to regular agenda) and other routine business were approved earlier in the meeting.
What this means: Major capital projects (airport runway and landfill closure) moved forward with board approval and designated funding sources. The tax-office extension is intended to reduce taxpayer confusion during revaluation; taxpayers should note the listing deadline is extended to March 16, 2026 but the late-listing penalty and property-tax payment dates remain unchanged.
