Goshen board deems IWS DEIS complete pending engineer comments, schedules public hearing

The Town of Goshen Board reviewed resubmitted materials for the IWS Draft Environmental Impact Statement (DEIS) on Oct. 23 and voted to deem the resubmission complete for public review pending satisfactory responses to engineer Hoffman’s memo.
Staff summarized that two categories of outstanding guidance remained: (1) straightforward language edits regarding fuel storage and the comprehensive plan and (2) a traffic analysis focused on the New York State Route 17/Hartley Road intersection. The town asked the applicant to identify how much of the traffic in prior traffic studies (for nearby Amy’s Kitchen, Dunkin, and an aggregate/ready‑mix operation) would be attributable to the applicant’s trucks.
The engineering review board (ERB) and town engineer recommended the DEIS be accepted as complete with those clarifications. The board moved to deem the DEIS complete pending satisfactory comments from engineer Hoffman and approved a date for a public hearing to allow broader public review.
A roll call vote to deem the DEIS complete was recorded in the meeting minutes. The town requested the additional analysis and specified that it will rely on written responses for the basis of completeness rather than new verbal submissions.
