The Zoning Board opened a rehearing about variances for two small lots in the Myers Estates subdivision (6 and 8 Gumwood Drive) where floodplain, aquifer and stream-corridor overlays apply. Counsel and staff said earlier language in a decision had effectively waived planning-board jurisdiction and that the rehearing—s purpose was to set dimensional limits and preserve required planning-board review.
Neighbors spoke at the hearing. Holly Kolb, who said she lives at 4 Gumwood and is adjacent to the subject lots, said the area experiences significant flooding during heavy rains and asked whether raising building sites would push water onto her property. Staff and engineers explained the compensatory-storage approach: excavating part of a third, owner-controlled lot to offset the volume added when the two lots are raised so "no net loss" of flood storage occurs. The board described the compensatory-storage requirement that is part of any floodplain development permit and said that building permits would not be issued until compensatory storage and floodplain-permit requirements are satisfied.
The board adjourned the public hearings to Dec. 16 at 7:30 p.m. to allow time for additional engineering detail, renotice and planning-board input.
