Millis board adopts comprehensive emergency and hazard mitigation plans to qualify for FEMA grants

The Select Board unanimously adopted two emergency-planning documents presented by the Local Emergency Planning Committee and MAPC.
Representatives described the Comprehensive Emergency Management Plan (CEMP) as an updated operational document that clarifies roles and backup contacts, aligns emergency responsibilities across departments, and sets a schedule for testing (tabletop exercises with MEMA). MAPC’s Martin walked the board through the Local Hazard Mitigation Plan, a pre-disaster mitigation roadmap FEMA expects to be renewed roughly every five years; he said FEMA and MEMA reviewed the draft and that local adoption is the final step before the town receives an official letter of approval from FEMA. Adoption, Martin said, helps the town become eligible for FEMA mitigation grants for projects such as drainage repairs and culvert improvements.
Board members noted previous mitigation work that used plan findings to obtain grants and emphasized continuing actions and updates over time.
What’s next: the local emergency planning committee will schedule tabletop testing with MEMA, document adoption, and send the certificate of adoption to FEMA; future updates to the plans will continue the five-year cycle for grant eligibility.
