Council approves land‑use change for new police headquarters amid bond and pool questions

Councilmember Bruce Guyton said, “I think we’re moving prematurely before having something in writing from the county that is definitive,” and urged the city not to finalize the action without clarity on the county’s position.
Staff described two county options as explained in their discussions with county staff: (1) if the city chose to remove the site or otherwise not proceed under the county’s terms, the county might ask for repayment of the $1.5 million in bond proceeds; or (2) the county could agree to extend or modify the remaining term so the county’s programmatic intent is preserved until a replacement facility is constructed. Staff said they were working with county staff to finalize terms and intended to bring necessary county actions to a December county commission meeting.
The ordinance passed on second reading; the roll call recorded one dissenting vote by Councilperson Bruce Guyton and approval by the other members. Council members also asked staff to continue community engagement on related aquatics facility siting and to coordinate with county staff to protect existing bond proceeds while advancing the police facility project.
