County approves grant-funded treatment staff for detention center under COSAP extension

Assistant County Manager Carrie Sanders told the board on Nov. 3 that Onslow County has existing federal COSAP (Comprehensive Opioid, Stimulant and Substance Use Program) grants and was recently approved for a one‑year extension to expand federally funded programming. Sanders said the county previously accepted federal funds in February 2022 and November 2023 and that an extension now enables continued programming in the detention center.

To meet grant objectives the county requested two time‑limited, federally funded positions: a correctional case manager and a licensed clinical addiction specialist. Sanders said these positions will be fully funded by federal grant dollars and are intended to support medication‑assisted treatment, individual and group therapy, and reentry case management to reduce recidivism.

Commissioners asked about the effect of the federal government shutdown on reimbursement timing and potential backpay. Sanders and Sheriff Thomas explained the grants are reimbursement‑based; both said they expect federally authorized reimbursements to be payable once federal operations resume and that existing approvals and extensions remain in effect.

The board moved, seconded and approved the two grant‑funded positions and authorized the county manager to execute necessary documents. Sheriff Thomas said the program remains full and that the goal is to avoid recidivism and associated costs to taxpayers by ensuring ongoing treatment and case management after release.

Next steps: Human Resources and the sheriff's office will process recruitment for the time‑limited positions; spending will follow federal reimbursement rules until the federal office reopens if applicable.
