Commissioners ratify flood-recovery emergency procurements; award closed-landfill testing contract

The Allegany County Board of Commissioners ratified a new set of emergency procurements for flood restoration and approved a professional-services contract for required closed-landfill testing.

Dan DeWitt, presenting the procurement items, said the twelfth batch of emergency procurements was read into the record and described as roughly $225,800; he said the total for all emergency procurements to date is "just over $6,000,000" and that expected work remaining brings the total to about $7.5 million. "This is the twelfth time we've come here looking for ratification of those procurements," DeWitt said.

On closed-landfill testing, DeWitt said the county solicited proposals after the prior vendor could no longer provide services. Two bids were received: Mountain Research LLC at approximately $59,000 and Maryland Environmental Services at over $83,000. The commission voted to accept the Mountain Research LLC proposal to complete required testing for the county’s closed landfills.

Why it matters: The procurements fund repairs to roads, bridges and waterways damaged in the May 2025 flood and the landfill-testing contract ensures regulatory testing on closed landfill sites required by county code.

What the commissioners said: The panel thanked staff for ongoing work on flood response and approved the ratification and the landfill-testing recommendation by voice vote.

Next steps: Staff will proceed with the approved procurements and begin work with the selected landfill-testing firm; DeWitt said several projects are still finishing up and more invoices will be brought to the commission for ratification as they close out.
