At the Nov. 4 session the Harford County Council recorded several procedural and final‑reading actions:
• Appointment: Acting as the board of health, the council moved, seconded and approved the appointment of Warren Levy to the Office of Mental Health Corps Service Agency by recorded vote (seven in the affirmative, none opposed).
• Amendments and final reading: The council approved amendments 1 and 2 to Bill 25‑011 (tax credit for properties near refuse disposal systems) and then approved Bill 25‑011 as amended by recorded unanimous votes (7–0).
• Introductions and schedules: The council introduced a set of resolutions and bills for future public hearings, including resolution 39‑25 (capital program changes for Foster Branch), resolution 40‑25 (interest rate of redemption for tax sale properties), resolution 41‑25 (economic development loan to RPM Tech LLC), and bills 25‑016 and 25‑017, and scheduled public hearings where required.
Other public hearings and items were closed or deferred to later meetings, including the agricultural preservation resolutions, the outdoor dining extension (Bill 25‑013) and the Transdev fleet maintenance contract (Bill 25‑014).
