Council hears details of $9.9 million Transdev fleet maintenance contract covering county vehicles

Harford County administration presented Bill 25‑014 on Nov. 4, proposing a multiyear fleet maintenance services agreement (Contract 25‑045) with Transdev Fleet Services to maintain county vehicles and partner fleets.
Megha Jansen (chief of efficiency and innovation) told the council the initial contract term would start pending approval and run to June 30, 2028, with four optional one‑year renewals and a 3% annual CPI adjustment. The initial term cost is $9,925,968.62, and the contract will support maintenance for Harford County agencies including the community college, public library, sheriff’s office and TransitLink.
Jansen said the contract includes extensive performance measures by vehicle type and will operate out of the county fleet maintenance building in Bel Air. Council members asked how many technicians would be assigned and whether Transdev would offer internships or hire Hartford Technical School students. Staff said Transdev currently employs about 19 technicians at the county facility, has engaged with the technical school and has hired at least one intern previously; the administration can encourage but did not require internships in the solicitation.
