Prince George's County district council unanimously adopts zoning amendment for Carrollton site

PRINCE GEORGE'S COUNTY, Md. — The County Council of Prince George's County, sitting as the district council, unanimously adopted zoning map amendment ZMA2024003RST on Nov. 18 to rezone about 4.29 acres for multifamily development, council members said.

Council member Olson moved “to adopt and prepare [a] zoning ordinance of approval with conditions,” and Council member Watson seconded. The clerk recorded a unanimous vote in favor (10-0) after an updated roll call that included Council member Hawkins.

The item, identified in the meeting record as ZMA2024003RST and described there as the Carrollton RST development on “7591 Annapolis Road,” sought to rezone the parcel from the NAC zone to NAC PD to allow up to 300 multifamily dwelling units. The record notes prior technical approval with conditions from park planning staff on April 17, 2025, and conditional approval from the zoning hearing examiner on Oct. 15, 2025. The record lists Amanda Karem Karem as the opposition on the item; no oral public testimony by name appears in the district council transcript.
