Council creates voluntary MPDU program to expand moderately priced housing

Prince George's County adopted CB 75 on Nov. 17, 2025, establishing a voluntary Moderately Priced Dwelling Unit (MPDU) program intended to increase the supply of affordable rental and ownership housing in qualified developments.
Taylor Fraser McCollum, who addressed the council during public comment, urged adoption and suggested adding a preference clause so current county residents are first eligible for the program. McCollum described personal housing insecurity and cited Montgomery County's long-standing MPDU program as a model for increasing socio-economic diversity and affordability.
Sponsors said the program will identify eligible developments, set minimum delivery requirements for moderately priced units, allow alternative compliance methods and establish administrative regulations and resale limits consistent with county policy. The motion to enact CB 75 carried 10-0.
Council members described the bill as an important step toward expanding affordable housing, including middle-income and missing-middle options, and said further administrative details will be handled in departmental regulations and implementation plans.
