Wicomico County Council adopted Resolution 222-2025 to establish a Human Rights Advisory Committee. County Attorney Paul Wilbur explained the selection and membership structure: the council will solicit nominees and select 10 committee members, including one seat each for the Wicomico County NAACP, the Caucus of African American Leaders, and the Watchmen with One Voice Ministerial Alliance, with the remaining seats filled by community nominees.
During discussion councilmembers highlighted a contradiction in the draft charter: one provision said the committee should hold regular monthly meetings while another referenced a minimum of six meetings a year. A councilmember moved to strike the language requiring a minimum of six meetings; the motion passed and the amendment was adopted. The amended resolution — establishing monthly meetings with the council responsible for appointing the membership roster — passed unanimously.
Wilbur noted the committee will include a county liaison from the local management board who will regularly attend meetings and assist with administrative procedures. Council directed staff to publish the solicitation for applicants and to return when a slate of nominees is available for confirmation.
