Board approves officer elections, tax‑collector appointment and an agricultural easement purchase

At its Dec. 4 meeting the Carroll County Board of Commissioners handled routine governance and personnel items.
Elections: Commissioners nominated and voted to elect Commissioner Villati as board president and Commissioner Garen as vice president for 12‑month terms beginning at the close of open session. The motions were seconded and approved with aye votes recorded.
Appointment: Under state code the board annually appoints a tax collector. The board unanimously appointed Jennifer D. Hobbs, the county comptroller, to serve as the appointed tax collector for calendar year 2026, effective Jan. 1, 2026.
Agricultural preservation: The board approved exercising an option to purchase an agricultural easement on a 38.9471‑acre Westminster property (Anna Nelson and Maxwell Nachman), paying $114,451.92 (70% of the county points‑based appraisal fair market value of $163,502.74). The easement will retire lot rights and preserve the remainder in agricultural use.
Recognition and administrative matters: The board presented a certificate recognizing Carol Evans for 20 years of service in the Department of Citizen Services, Division of Aging and Disabilities, and reviewed routine administrative calendars, closed minutes and committee assignments.
