The Sykesville public safety lieutenant (Speaker 3) told council that between Oct. 20 and Nov. 2 the department handled 438 events. The report enumerated assists to other agencies, community policing initiatives, foot patrols, patrol checks, suspicious-situation responses, traffic enforcement initiatives, trainings and welfare checks.
When a councilmember asked about a juvenile incident, the lieutenant confirmed the juvenile was located and that emergency petitions were involved. Council then asked for an operational clarification: the lieutenant explained a foot patrol is typically a targeted check of a location (for example, checking doors during a power outage or walking areas like Cooper Park or the skate park) and a patrol check is primarily a visible presence intended to reassure the public.
The lieutenant described 'flooding' an area with marked units to deter crime or to respond to recurring problems such as break-ins. No policy changes or new budget requests were proposed during the discussion.
