County awards $164,520 contract for Northern Landfill Cell 3 stormwater and berm removal

The Board of County Commissioners approved a $164,520.30 contract to DSM Properties LLC on Dec. 4 to remove stormwater diversion berms and related conveyance pipes at the Northern Landfill’s Cell 3 and to restore the outside embankment.
Procurement and Public Works staff explained that the project replaces a 2022‑installed HDPE "rain flap," removes two conveyance pipes installed in 2007 and restores sediment‑laden materials so the county can open roughly five remaining acres of Cell 3 for disposal. The county’s slide presentation noted that MDE will review and certify the project and that the contractor (DSM) previously installed the rain flap they will now remove.
The contract was awarded following a standard solicitation that produced four responses; the project cost is included in the FY26 budget. A motion to award the contract was made and seconded; the board voted aye with no recorded opposition.
Next steps: the county will schedule a site tour for commissioners on request, issue the notice to proceed and coordinate MDE approvals before placing waste in the newly opened portion of Cell 3.
