Commission approves KDOT public-transportation grant application and appoints RSVP advisory council member

Harvey County commissioners authorized staff to apply for the State Fiscal Year 2027 KDOT 5311 general public transportation grant and approved the appointment of Patty Wellsley to the RSVP advisory council; county match and a vehicle-match item were discussed.
The commission voted Nov. 12 to authorize staff to sign and submit a KDOT 5311 general public transportation grant application for state fiscal year 2027 covering public transportation operations. Lona Kelly, Department on Aging, and Karen Kaufman, transportation coordinator, presented the application and said the anticipated county match is $87,266.27 (30% of operating and 20% of admin expenses). They also noted a requested vehicle in the package with a local match of $18,700 that will be programmed into the capital improvement plan for a later year if granted.
Commissioners moved and approved the grant application authorization during the meeting. Staff said the vehicle request had been submitted in a prior year without success and they were reapplying in hopes of funding this cycle.
On a separate agenda item, the board approved the appointment of Patty Wellsley (listed in the packet) to the Harvey County RSVP advisory council to represent Hesston. Lona Kelly said Wellsley is a current volunteer and is interested in taking on the advisory role. The motion to appoint Wellsley was moved, seconded and approved by voice vote.
Commissioners deferred a proposed $5,000 allocation from the county’s special alcohol and drug fund (historically given to the STAND program) until the next meeting so an absent commissioner could weigh in.
