Commission hears insurance plan changes, landfill closure update and emergency courthouse boiler repairs

County manager and staff presented multiple administrative items including landfill-closure progress, employee-benefit renewals and emergency courthouse repairs.
Jim described ongoing work toward final closure of the old county landfill (a long-term consent order dating to the late 1990s). He said monitoring wells occasionally show elevated readings (for example, a cadmium spike) that engineers attribute in part to historic mining in the area and outlined plans to assemble KDHE, consultants and contractor representatives for a final two-year checklist toward closure.
On employee benefits, staff recommended moving to a dental plan with a $4,000 annual max and a "right start" program for children up to age 18, noting the change would raise the county's dental costs by roughly $10,000 annually and shift a portion to employees. Commissioners also approved increasing the stop-loss attachment point to $1.5 million to lower the county's premium exposure.
Staff then reported both courthouse boilers now have issues and recommended replacing heat exchangers in both units as an emergency measure before colder weather; commissioners moved and approved authorization for Design Mechanical to perform the work and for the chair to sign the necessary documents. Multiple executive sessions were later scheduled for legal and personnel matters.
