Urbana council approves landfill solar special-use permit, forwards budget and TIF actions to council

City of Urbana planning staff presented a special-use permit for a proposed community solar farm at a closed landfill and the Committee of the Whole voted to approve the permit and forward several budget and TIF items to full City Council.

Solar farm: Planning staff said the application from TotalEnergies Renewable USA (an investor-owned asset) seeks to install a second-phase community solar array on the closed city landfill. The plan commission had unanimously recommended approval with the same condition previously adopted in 2023 — a minimum 80-foot buffer to the Saline Branch Drainage Ditch. A planning representative said the array will be a market-rate community solar project and that any Ameren Territory ratepayer can subscribe; the committee approved the ordinance as presented by voice vote.

Budget and grant items: Finance staff presented Budget Amendment #3, describing new grant revenues, re-budgeting for timing differences, vehicle purchase timing corrections for police vehicles and project-level transfers among capital projects. Committee members asked for line-by-line clarifications on CDBG and Locomotive Motor Fuel Tax shifts and on how vehicle totals are presented in the packet. The committee voted to forward the omnibus budget amendment to council, but members divided out the Assistance-to-Firefighters grant portion for separate consideration after several council members expressed concern about federal grant conditions tied to the award.

Fire grant debate: Committee discussion on the firefighter grant centered on whether federal grant conditions could impose future policy constraints. Finance staff told the committee an alternative is possible: the city could omit the grant revenue and instead fund the equipment from available prior-year fund balance; staff were asked to prepare a revised amendment that would leave the expenditure but remove the grant revenue if council so directs. The Assistance-to-Firefighters portion produced a tied committee vote that the mayor broke in the affirmative; staff cautioned final adoption of grants may require supermajority votes at council.

TIF 4 closing and budget amendment #4: Planning staff presented Budget Amendment #4 to port $7.3 million from expiring TIF 4 to the central TIF in anticipation of TIF 4’s December 31 expiration and to create an internal line for a potential property acquisition. Staff emphasized that any purchase would require a separate council vote and a purchase-authorizing ordinance; the committee voted to forward the TIF porting amendment to council for final action.
