ISD 622 canvasses Nov. 4 special election: two levy measures fail; Sam Rosemark elected to board

The school board of Independent School District 622 met in a special session Nov. 12 to canvass returns from the Nov. 4 special election, certify results and authorize a certificate of election for the winning board candidate.
The board’s presiding official read the abstracts for the two ballot questions and for the special election to fill a vacancy. For school district question 1 — a measure to revoke the existing referendum revenue authorization and replace it with a new authorization for taxes payable in 2026 — the board reported 13,610 voters cast ballots: 5,709 voted in favor and 7,901 voted against. "Said proposition, having not received the approval of at least a majority of votes, is hereby declared to have failed," the presiding official read aloud.
For school district question 2 — a capital-project levy to fund district technology — the official reported 13,602 ballots cast: 6,044 in favor and 7,558 against, and likewise declared the proposition failed for lack of a majority.
Board member Martins moved to adopt the canvass resolutions for the ballot questions; Yener seconded. The board adopted the canvass resolutions by voice vote, certifying the election results and formally recording that both measures failed.
The board then canvassed the special election to fill the school board vacancy. The official read that 11,515 voters cast ballots in that race; the totals were read as Sam Rosemark 7,198 and Justin Bridal 4,121. The official announced that "Sam Rosemark, having received the highest number of votes, is elected to fill the vacancy in the term of school board member expiring 01/04/2027." A motion to adopt the canvass of that race was moved and seconded (transcript references include Martin/Livingston as mover and Skor as seconder) and was adopted by voice vote.
Following that action, the board adopted a resolution authorizing the board chair and the clerk to execute a certificate of election to Sam Rosemark. The presiding official stated the certificate would be in substantially the attached form; a motion to adopt that resolution was approved by voice vote.
The meeting concluded with a motion to adjourn moved by Swar, seconded by Barnes, and approved by voice vote.
