Town manager persuades council to rescind Colliers OPM award and authorize Left Field for school project

The East Greenwich Town Council on July 29 voted to rescind a previously awarded contract to Colliers Project Leaders for owner’s project manager (OPM) services on the town’s school replacement and renovation program and to authorize the town manager to execute a contract with Left Field as the OPM.
Town Manager (speaker 2) reviewed the procurement process and said committee deliberations and subsequent contract negotiations changed the cost calculus. He told the council that while Colliers had been competitive in price, further detail on commissioning costs reduced anticipated savings; Left Field, manager said, had been the highest-rated firm by the committee and had offered a privately owned-team responsiveness and commitments the manager preferred.
Manager described an estimated contract range presented in committee records: Colliers had a stage estimate near $5.4 million including an $862,000 commissioning estimate the manager believed could be reduced through negotiation; Left Field’s proposal was represented in the staff memorandum at roughly $4.92 million (commissioning costs not yet finalized). Manager told council that changing the OPM before execution was legally feasible but could carry contractual/legal implications and that moving early would be less complex than changing course later in construction.
Council asked questions about commissioning costs, comparative team experience and the process used by the school construction committee. After discussion the council voted to rescind the award to Colliers and then voted to adopt the resolution authorizing award and execution of a contract with Left Field; both votes recorded as 4–0. The manager will finish contract negotiations and return final contract for execution.
