Mainland Planning Commission defers six agenda items to Oct. 16; staff says no re-noticing required

The Mainland Planning Commission on Oct. 1 voted to defer six agenda items (1.1–1.6) to a special called meeting on Oct. 16, 2024.
The motion was made by Speaker 5, who said, “Mister chair, I move to defer agenda items 1.1 through 1.6 to the 10/16/2024 special called meeting.” The chair put the motion to a vote and recorded a 5–0 tally in favor.
The deferral followed an opening statement by Speaker 1 that cited “some extending hardships for our community and our citizens” as the reason for postponing consideration of the items until mid-October. The decision was presented as a way to avoid additional re-noticing costs while giving affected parties a clear new date.
Staff guidance during the discussion clarified what the deferral means for public notice. Speaker 4, identifying themself as a staff relief planning manager, said, “So when items are deferred on the record by a planning commission to a future meeting and the date is specified at the meeting, we do not do a re noticing. We do often go and put new signs up at the properties. There will be a new yellow sign that will, advertise it as October 16, but we do not we do not plan to do another mailing or another public hearing notice in the paper.” Speaker 4 added that the department can provide a courtesy mailing or notice for a specific project if the commission requests it, but that there is a cost associated with those mailings.
Commissioners and staff said they would take steps to ensure awareness of the new date. Speaker 1 said they would inform specific contacts (naming Scott Rifler and Joe Willie), and Speaker 5 said the items would be posted on the county calendar. During the meeting staff and commissioners also noted informal outreach through a Facebook group.
Next steps: the commission’s special called meeting to consider items 1.1–1.6 is scheduled for Oct. 16, 2024. The department indicated it will place new on-site signs at affected properties; additional mailings are optional and would require department resources.
