Committee hears emergency family relief fund proposal for undocumented and extremely low-income families and continues items for further refinement

Walton said the fund would target undocumented and extremely low-income families with children and that the mayor had committed $6,000,000 toward the $10,000,000 goal. He proposed minor non-substantive amendments and moved to continue the items while staff and the mayor's office finalize details.
Sevin Campbell of the Budget and Legislative Analyst's (BLA) office presented recommendations: clarify appropriation language so the controller may move monies into the new fund once established, and require quarterly written reporting by the Human Rights Commission on disbursements because the fund would be Category 8 (disbursed without Board appropriation). BLA recommended amending all three ordinances.
Supervisor Hillary Ronan expressed appreciation for the effort to reach undocumented residents but said she was surprised to learn this morning that her parallel effort was being combined without prior consultation; she asked OEWD Director Joaquin Torres to speak with her and said immigrant-rights groups are still awaiting a OEWD proposal.
After taking public comment (no callers), the committee approved Walton's minor amendments (language changes replacing "emergency" with "disaster" in text and adding a federal P.L. citation) and voted to continue all three items to the next Budget & Finance Committee meeting to allow Walton and the mayor's office to finalize details; BLA's recommended amendments were deferred for consideration next week.
