Committee approves positive recommendation to accept $1.4M DHS grant for regional catastrophic preparedness

The committee considered an ordinance allowing the Department of Emergency Management (DEM) to accept and expend a $1,400,000 grant from the U.S. Department of Homeland Security for the Regional Catastrophic Preparedness Grant Program and to add two grant-funded part-time positions.
Mary Landers and Christine Livard of DEM described the project as a logistics and supply-chain management effort to develop commodity points of distribution across the 12 Bay Area counties. "The project is for regional support for a logistics and supply chain management project that will develop commodity points of distribution plans throughout the San Francisco Bay Area," Landers said.
No members of the public were able to complete public comment. Chair Feuer moved the item to the full Board with a positive recommendation and requested a roll-call vote. The committee recorded three ayes and the item was moved to the Board for consideration.
The ordinance is retroactive (covering the period 10/01/2019 through 06/30/2020) and includes an amendment to the annual salary ordinance to add two grant-funded part-time positions. DEM staff said the positions would manage the project and contractor oversight. The committee recorded the positive recommendation and forwarded the ordinance to the Board.
