House passes twin bills to lower assessments and fund cleanup for orphan underground-storage tanks

Representative Ryan explained HB112 (Underground Storage Tank Assurance Amendment), saying the measure lowers the assessment for the voluntary underground storage tank trust fund from $0.50 to $0.25, permits collection at the rack with exemptions for self-insured owners, and clarifies replacement-tank fee timing so owners pay once rather than twice during replacement. Sponsor described the fund as voluntary and said the bill primarily cleans up code language.
Representative Bridal introduced HB113, which transfers $2,000,000 from the liability trust fund to create a cleanup fund for orphan tank sites where no responsible owner can be identified; the appropriation is for cleanup of sites where the state has responsibility to act.
Both bills were presented as noncontroversial, had near-unanimous committee support, and were passed on the floor with identical tallies: HB112 received 67 yes votes and 0 no votes; HB113 received 67 yes and 0 no. Each bill will be transmitted to the Senate for consideration.
