Norwalk council approves parking waiver extension, plats, annexation agreement and several routine items
Summary

At its Aug. 21 meeting the Norwalk City Council approved a slate of routine but consequential items in short order.
Parking waiver: Council approved a resolution extending a parking-waiver agreement for Windsor Windows & Doors after staff said the company’s development plans were delayed and asked for more time. Mark from Windsor attended and staff recommended approval.
Plats and infrastructure acceptance: The council accepted public infrastructure and approved final plats for Sunset Estates Plat 5 (approximately 33 single-family lots) and Holland Point Plat 3 (approximately 44 single-family lots and additional higher-density units). Public works staff reported satisfactory final walk-throughs and only minor punch-list items.
Annexation law enforcement: Council approved a 28E agreement with Warren County assigning primary law enforcement responsibility in the annexation area to the City of Norwalk while contracting with the Warren County sheriff to continue services until the city is ready to provide coverage.
Park naming and fees: Council approved naming a new greenbelt between Shadow Creek and Saddle Ridge 'Bridal Inland Park' to honor Doc Ron and the Ron family. Council also completed second readings on an ordinance rezoning 14.8867 acres north of Blooming Heights from Agricultural Reserve to R-1 60 single-family residential (Kucher property) and on amended rates and fees for parks and recreation basketball programs (chapter 177); the parks fees ordinance requires a third reading because of attendance rules.
Roll calls: The meeting’s roll-call votes were recorded for each item; staff noted several measures passed unanimously by the members present. Where recorded, votes were called by Caitlin/Kayla during roll calls.
