Albany County commissioners approve bonds calls, grants, contracts and policy updates in consent and regular agenda

Emergency management and equipment: The board approved submittal of an Emergency Management Performance Grant (EMPG) application to fund the emergency management coordinator position ($54,919). Commissioners also approved two State Homeland Security grant applications: one for mobile and portable radios ($75,480.08) and one to purchase and outfit a 2,500‑series truck for emergency management ($61,253). Separately, the board approved a SHSP application, not to exceed $175,000, to buy equipment and provide training to stand up a terrorism response task force (the county removed firearms/ammunition and an armored vehicle from the county request).
Contracts, procurement and personnel: Commissioners approved a $10,000 contract with Wyoming State Parks & Cultural Resources for the semiquincentennial; authorized advertising an invitation to bid for a 2025/2026 Caterpillar 140 AWD motor grader; approved renewal of the county's Cigna health insurance plan (no other insurers bid); and approved changes to the grants policies and the county employee handbook to incorporate federal conflict‑of‑interest disclosure language required for CDBG funding.
Administrative items: The board acknowledged the county statement of receipts and expenditures for the preceding 12 months (to be posted per Wyoming statute 18‑3‑516(f)), directed the planning office to distribute a notice resolution for 100 North Fork Road, approved payroll and vouchers for September 2025, entered and exited executive session pursuant to Wyoming statute 16‑4‑405(a), and adjourned. A Board of Equalization hearing was scheduled to reconvene at 1 p.m.
