The Amelia County Planning Commission on Monday voted unanimously to forward a concept site plan for Garber Motors to the Board of Supervisors after staff told the panel the proposal meets applicable B‑1 zoning and Route 360 Overlay District standards.
Staff said the property had previously been rezoned to B‑1 and that a concept plan review is required by the overlay district; because the application is a site‑plan review rather than a rezoning or special exception, the commission’s role is limited to confirming code compliance rather than imposing conditions. "It's pretty much as long as it meets the code, you approve it," the staff presenter said.
The commission opened a public hearing and asked for comments; no members of the public spoke for or against the proposal. A commissioner moved to approve sending the matter to the Board of Supervisors, the motion was seconded and carried unanimously. The item will appear before the Board at a future meeting for the board’s final action.
Because the decision rested on whether the submission satisfied ordinance standards, staff indicated that any changes would be limited to correcting noncompliant items; the board ultimately holds the final public hearing and vote.
