LaPorte County commissioners approve Anthem plan, grant and multiple administrative actions

Health insurance: After a presentation comparing the current UMR/Berkeley program with a proposed Anthem package, insurance consultant Eric Gibson said Anthem’s proposal would produce a lower increase in expected plan costs (Anthem ~12.9% vs. renewal offer higher) and identified about $235,000 in estimated plan-cost delta and an estimated $127,000 in non-premium savings for the county. Following attorney review, the board voted to adopt the Anthem package and directed staff to send contracts for signature.
Grants and planning: The board accepted a $115,000 Eli Lilly 'Open Doors to Housing' grant administered with the UND Foundation to support the county’s comprehensive plan process. The planner said the grant funds will offset portions of a 20‑month comprehensive‑plan effort that includes a steering committee, stakeholder groups and at least four public meetings; the first public meeting is scheduled for Oct. 14.
Property and redevelopment: Commissioners authorized the redevelopment commission to appraise and market a 14.46‑acre county parcel in Kingsbury Industrial Park (key number and address provided) and amended a motion to involve the county/RDC attorney in pursuing potential acreage conveyances from the Department of Defense and the Indiana Department of Natural Resources to create secondary access to State Road 6.
Other approvals and business: The board approved a proposed settlement in David Heredia v. LaPorte County for $19,875 to avoid the expense of protracted litigation; approved a professional services agreement (not to exceed $16,000) for a GIS strategy funded from the reassessment fund; accepted a volunteer-funded restoration of museum front doors; approved an annual road closure for Hannah Fest; and authorized EMS to approach the county council for $150,000 in additional overtime appropriations and equipment replacements.
Personnel: The board appointed Angie Davis from interim to permanent facilities director after commissioners praised her handling of recent projects at the Juvenile Services Center.
Per diem: Commissioners discussed clarifying per diem and travel meal policy (defining 'meal' as food and considering a split for breakfast/lunch/dinner) and agreed to hold a joint workshop with the county council to draft a joint ordinance.
