The Sykesville Historic District Commission on Sept. 24 approved a hanging sign application for Moon Shadow Collective at 7611 Main Street and set aside the proposal’s painted mural portion as outside the commission’s current review authority.
The decision came after staff told the commission that “the staff’s position is that overall, this is a mural, not a sign,” and noted murals are not typically under HDC purview unless improperly applied to vulnerable brick, which could trap moisture and cause deterioration (Speaker 6, staff member). Commissioners debated precedent and whether regulating murals should be added to a future agenda; several members said they did not want to broadly open mural review tonight.
Commissioners approved application 2025-13 for the hanging sign after an applicant confirmed she was present only for the sign and asked the commission to “press pause” on mural review (Speaker 7, applicant). Speaker 4 moved to approve the sign; Speaker 1 seconded. Multiple commissioners voted in favor and the motion carried. The commission’s ruling explicitly excluded the mural portion from its approval because staff and the panel determined mural approval fell outside the commission’s immediate authority.
