Council hears updates on UTV rules, animal-control shelter shortage and public-safety center RFQ

Council discussed several operational matters and staff updates that did not require immediate votes.

UTV discussion: The mayor introduced a request from a citizen to consider expanding the city's current golf-cart code to allow UTVs (utility task/terrain vehicles) on city streets under restrictions. Council discussed licensing limits (Missouri currently does not license UTVs for plates), possible speed limits, annual inspections, registration with the police department, insurance requirements and a trial period (60–90 days). Council directed the city manager to consult with the police chief and city attorney and return with a draft ordinance or trial proposal.

Animal-control update: The police chief reported regional shelter capacity is full and the city's contracted shelter is temporarily closed to intake; the city will keep the animal-control position vacant for now and respond only to emergency situations such as bites until shelter capacity returns. Staff emphasized difficulty finding placement for animals at this time.

Public-safety center RFQ: Staff reported a selection committee sent requests for qualifications (RFQs), received nine responses, interviewed firms as required by state statute and ranked a police-facility design group in Kansas City as the top firm. Staff will negotiate a contract with the top-ranked firm and return the proposed contract to council for approval.

Other updates: Staff previewed Celebrate Neosho activities and circulated dates for upcoming budget work sessions. The mayor also noted the city's response to a state inquiry about the fiscal impact of Senate Bill 5 and asked staff to share reports already provided to the senator's office.

Next steps: city manager to return with a proposed UTV code and the negotiated public-safety center contract for council consideration; staff to report on shelter options for animal-control operations.
