Planning commission finds Rugby Storage Yard in substantial accord with comprehensive plan

The City of Manassas Park Planning Commission on July 9 unanimously concluded that improvements proposed for the Rugby Storage Yard are substantially in accord with the city’s adopted comprehensive plan, as allowed under the cited provision of the Code of Virginia.

Commissioner/Administrator Barry, who presented the application (Case 2025-03), said the site sits in the northwest part of the city adjacent to Prince William County and is accessed from Rugby Road, which is maintained by the Virginia Department of Transportation. "The main function of this site is for water repair, water line repair," Barry said, describing the plan for concrete, roofed storage bins, a 30-by-30 building to house pipe material, a wash rack for vehicles and an on-site stormwater-collection pond.

Barry told the commission the property is zoned Public Facilities and designated Recreation in the comprehensive plan and that the project has previously been part of the capital improvement program. She said erosion and sediment controls are in place now but the proposal adds more formalized stormwater management and supplemental planting to buffer adjacent residential properties.

Chair Lester Finkel offered the motion declaring the Rugby Storage Yard in substantial accord with the comprehensive plan under Article 15.2-2232 of the Code of Virginia; the motion was seconded and carried unanimously.

Because access to the yard is from a VDOT road, Barry noted that some aspects of the site’s access are governed by the agency that maintains Rugby Road. Staff recommended approval and the commission agreed; no conditions or amendments were recorded in the public transcript.

The commission closed the public hearing on the item before taking the vote. The item will proceed consistent with normal permitting and implementation procedures for public-facility improvements.
