The Saint Joseph City Council on Nov. 12 approved a broad consent agenda that included ordinances, budget amendments and resolutions covering leases, ARPA-funded transfers, equipment purchases and professional services.
Among actions approved as part of the consent items or by attached-agreement amendments were: appointment of a Museum Oversight Board member; a lease of courthouse space for municipal court in Buchanan County for $58,212 annually; change orders and budget transfers for alley resurfacing and restroom/park renovations; a conditional donation of about 10.3 acres of real estate in Saint Joseph valued at $132,000; a 4-year lease-purchase agreement for golf course equipment totaling $599,408.16 over four years; a unit-price contract authorization for the East Town Business Park project; several small ARPA-to-General Fund budget amendments to pay for Civic Arena lighting and portable athletic-floor equipment; a $155,952.30 first-year licensing agreement with OpenGov Inc.; and approvals for downtown parking leasing and a downtown building rehabilitation program amendment.
Council attached agreements and approved a $239,967 ARPA-funded agreement with MetroNet Business for managed WiFi services (item 32) and a $23,500 professional services agreement with SP Plus Consulting Services for a downtown parking study (item 33). Ordinance 36 (airport farmland lease) was withdrawn by staff request and the council approved withdrawing that item.
Other first-reading ordinances read into the record included grant acceptances, a transportation planning grant with the Missouri Highways and Transportation Commission (not to exceed $117,656 with a $29,014 match), and ARPA-funded renovations and equipment purchases for a future Saint Joseph Bridal Shelter site being developed at 3405 South Belt Highway.
